A partner portal is the site a company's partners log into to find collateral, register deals, track their own pipeline and commission, and get support, scoped so each partner sees only their own information.

It is the part of a partner program partners actually experience. Everything else is internal: the tiering rules, the attribution model, the commission engine. The portal is the product as far as they are concerned, and it competes for their attention with every other vendor they represent.
The scoping is the hard requirement. A portal serving several partners at once has to guarantee that one partner cannot see another's deals, and that guarantee has to hold in the API and in exports, not just in the interface.
Current collateral they can use without asking permission. Their own pipeline, including deals they registered and where each one stands. Their commission, calculated the same way finance calculates it. A way to register a new deal, and a way to ask a question and get an answer.
What it should not contain is a request form for things it could just show them. Every screen that ends in somebody emailing your partner manager is a screen that will not be used twice.
Because the portal is a partner-facing surface, and whose brand sits on it is a commercial question. A portal carrying your vendor's logo tells your partners which software you bought. A portal carrying yours tells them nothing, which is usually what you want, and it survives a procurement review far more easily.
